Paper is aimed in assessment of first period of Poland’s membership in EU and covering agriculture and rural areas with the support under the Common Agricultural Policy in the context of future challenges faced by the agricultural policy. Analysis shows that accession to EU became a strong impulse for growth of the Polish food economy, however the main challenge for the Common Agricultural Policy in future, from Poland’s perspective, will be strengthening the multifunctional agriculture, i.e. territorial cohesion and positive effects of agricultural activity on natural environment.

Analysis of agri-environmental measures in Hungary – a regional perspective AgEcon

The hypothesis behind this paper is that agri-environmental measures (AEMs) in Hungary, and probably in the other EU New Member States, are not merely substitutes for traditional agricultural subsidies, but measures which could support rural development and encourage environmentally sustainable agricultural production. The first part of this paper examines concepts closely related to AEMs, as well as the place of AEMs in regional, rural, and agricultural development policy. The second part shows how agri-environmental measures have gained ground in Hungary. The third part presents the results of an analysis of the Hungarian AEMs’ database. Studies on liberalisation normally do not take into account the external benefits and costs of agriculture. Empirical studies on the valuation of externalities should be integrated into quantitative modelling. MULTSIM is a national supply model of agriculture. Besides commodity output the model depicts also external benefit linked to landscape preservation and external environmental costs of agriculture. Internalisation scenarios are defined showing that the reduction of commodity-linked support and the introduction of land subsidies and intermediate input taxes have differentiated impacts on the farm types’ competitiveness. The first application of choice experiments as an environmental valuation method in Germany clearly demonstrates the potential of this method for the valuation of agriculture's multifunctionality. Choice experiments are a reasonable enhancement of the conjoint analysis as they are capable of calculating the theoretically correct welfare measures in the form of implicit prices. Citizens' Attitudes Towards Multifunctional Agriculture AgEcon

This paper examines Finnish citizens' attitudes towards multifunctional agriculture and further, the connections among these attitudes, consumers' willingness to pay, and some socio economic factors. Attitudinal dimensions were executed by using factor analysis. The respondents (N=1300) were distributed into clusters based on their attitudes. It would be expected that people who have positive attitudes, would also state high values of WTP. Instead, this study suggests that attitudes and WTP do not have a positive relation. People are willing to support domestic agriculture as a provider of safe and high-quality food. However, a remarkable proportion of Finnish citizens have a positive attitude towards externalities and joint products of agriculture.

Contract Design and Targeting for the Production of Public Goods in Agriculture: The Impact of the 2003 Cap Reform AgEcon

The objective of this paper is to compare different ways of designing agri-environmental contracts and to set targeting under adverse selection, comparing conditions before and after CAP reform 2003. The results suggest that the present contract structure may be relevantly improved through a more accurate design and a clearer target. The reform, through the decoupling mechanism, will contribute to reduce the opportunity cost of the adoption of agri-environmental measures. This may increase the optimal amount of public goods produced by agriculture and will encourage participation by farmers. The concept of integrated rural development also represents a suitable approach for solving rural development problems in Europe. There are several reasons supporting the concept of rural development: changing framework conditions require new solutions and policies; rural areas need region-specific-development concepts; complex decision making requires cooperation between different actors and levels; sector-specific support remains part of region-specific development concepts; integrated rural development is time-consuming and requires intensive communication. A future-oriented sustainable policy for rural areas has to consider all functions of agriculture in a society, and this perspective can only be achieved with an integrated development approach.

Meta Analysis for Benefits Transfer – Toward Value Estimates for Some Outputs of Multifunctional Agriculture AgEcon

As a contribution to valuing the outputs of multifunctional agriculture, we report three new meta analyses estimating value functions for agricultural conservation program impacts on water quality, wetlands, and upland habitat and open space. As is often the case in valuation, where methods have yet to be standardized, the data sets are relatively small and noisy. With a clear objective of benefits transfer, we seek robust parameter estimates for key RHS variables, even at the cost of some loss of goodness of fit. We present our estimated full equations, and benefits transfer values calculated from equations estimated after backward elimination of insignificant variables, and offer a rationale for this approach to benefits transfer.

Motivation and intentions of farmers as regards the development of multifunctional agriculture in microregions of Northern and Eastern Hungary AgEcon

There are an increasing number of references in the literature on the significance of the role of farm households and farm families in the development of multifunctional agriculture. The motivation and intentions of 104 farmers in three LEADER micro-regions in Northern and Eastern Hungary with respect to the present and future structures of their farms (including the expansion of non-agricultural activities and functions) were investigated using questionnaires and narrative interviews. Multifunctional Agriculture: A Framework and Policy Design AgEcon

We study the multifunctional character of agriculture in a model of endogenous input use and land allocation augmented by biodiversity, landscape amenity, and nutrient runoff. While biodiversity and landscape amenities represent the public good aspects of agriculture, nutrient runoff represents its negative externalities. We show that the private use of fertilizer input is higher and the size of buffer strips lower than the socially optimal solution requires. Also the socially optimal land allocation differs from the private solution due to the valuation of landscape diversity and runoff damages. The historical role of agriculture in economic geography and recent conceptual developments – including multifunctional agriculture (MFA), the new economic geography, amenity-driven growth, and the “world is flat” and “creative class” hypotheses – are examined, and recent empirical research in North America and Europe is reviewed, in order to assess the potential for MFA as an engine of regional economic growth.
